AMENDMENT XIII
Section 1.
Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.

Congress shall have power to enforce this article by appropriate legislation.

Note: Despite Congress' attempt to end slavery, the United States continues to use the exception cited in the 13th Amendment to continue the practice of involuntary servitude by mass incarceration of the descendants of enslaved people. The 13th amendment is trapped in a "web of political turmoil".
